Knotweed and the council in London
Greater London Authority doesn't publish a dedicated knotweed page. In London, each borough council manages knotweed on its own land, so contact the borough for the property's area about public land. Knotweed on private land is the landowner's responsibility.
Local background
- The London Invasive Species Initiative (LISI), partnered with the GiGL records centre, brings organisations together to prevent, control and where feasible eradicate invasive non-native species across Greater London, and publishes a London-specific species-of-concern list and the London Invasive Species Plan. - GiGL classes Japanese knotweed as a LISI Category 3 species and in December 2021 reported holding 5,613 knotweed records from across Greater London, the earliest from the 1950s; sightings can be submitted through its online recording form. (source)
The law in England
It isn't an offence to have Japanese knotweed on your land, but under section 14 of the Wildlife and Countryside Act 1981 it is an offence to plant it or otherwise cause it to grow in the wild. Government guidance says you must stop it spreading off your property. Soil or plant material containing it is likely to be controlled waste, which must only go to an authorised site, and councils can use community protection notices where someone's failure to deal with it unreasonably affects people nearby.
